Project Title: Eglin AFB (EAFB) Cultural Resources Support

Responses to this Request for Statements of Interest will be used to identify potential investigators for a project to be funded by the US Air Force, which provides professional and technical support for its Integrated Natural Resources Management Plan (INRMP) / Integrated Cultural Resources Management Plan (ICRMP) in order to facilitate successful implementation of the 16 USC 670c-1 Sikes Act. Approximately $216,459.00 (base task) and $1,404,953.00 (optional tasks) is expected to be available to support this project.

Background:

The NFE will provide all necessary personnel, equipment, and materials required to implement cultural resource management activities to include: field surveys, reporting, coordination, and travel to and from Eglin AFB for off-site personnel, attendance at meetings, project management, and GIS data management.

Type of Award:

In accordance with the Sikes Act (Sec. 103A [16 USC 670c-1]) “the Secretary of a military department may enter into cooperative agreements with States, local governments, Indian Tribes, non-governmental organizations, and individuals” This project is in support of the Integrated Natural Resources Management Plan, as directed in the Sikes Act, and as a result, it is anticipated that a cooperative agreement through the CESU program will be awarded. Such awards may be administered through a CESU only upon mutual agreement and official authorization by both parties of the acceptance of the application of the CESU Network IDC rate (17.5%).

Note: Must be a non-federal partner in the CESU Unit to be qualified to be considered.

Brief Description of Anticipated Work:

This project focuses on the following objectives (list is not all inclusive):

  1. ARCHAEOLOGICAL SITE TREATMENT
    1. The NFE will support the protection of archaeological sites from erosion, vandalism, or mission impacts. Such site protection activities will include, but are not limited to, the shoreline stabilization with the installation of up to 4,014 linear feet of living shoreline
    1. Site protection activities could include the use of creating “living shorelines” by constructing oyster beds and planting vegetation, or other types of protection, such as installation of sand fencing.
  2. SURVEY, INVENTORY UPDATE, CULTURAL RESOURCES, ARCH
    1. The NFE will carry out Phase I cultural resource surveys (including Phase I underwater survey), with the intent of clearing additional areas of cultural restraints for missions and training use on land owned or controlled by the Air Force, and/or other property as designated by the Cultural Resources Manager (CRM).
  3. SURVEY, INVENTORY UPDATE, CULTURAL RESOURCES, HIST BLDGS
    1. The NFE will perform background, archival and courthouse research, as well as informant/oral interviews in the preparation of historic property reports.
    1. The NFE will evaluate structures for eligibility for listing on the NRHP; provide recommendations to the CRMT as to appropriate preservation measures for eligible historic properties; provide technical reports, historic context narratives, maps, photographs and all other required supporting documentation, including historic structure forms and resource group forms to the CRMT.

NOTE: At this time we are only requesting that you demonstrate available qualifications and skills for performing similar or the same type of work. Preference will be given to NFEs with a principal investigator that has a publication record that demonstrates extensive experience in successful project formulation, execution and technical monograph writing. Additionally, any principal investigator on this CA should have at least five years’ experience in cultural resources studies in Northwest Florida and at least three years prior experience as a principal investigator on similar projects, including work on military installations. The principal investigator should have a demonstrated ability to work with DoD installations in the management of cultural resources. You will be evaluated for request for a proposal based on skills and qualifications demonstrated in your SOI.

Period of Performance.

Base period: The base period of performance is anticipated to be 18 months from date of award

Note: A full study proposal and proposed budget are NOT requested at this time.

Review of Statements Received: All statements of interest received will be evaluated by a board comprised of one or more people at the receiving installation or activity, who will determine which statement(s) best meet the program objectives. Based on a review of the Statements of Interest received, an investigator or investigators will be invited to prepare a full study proposal. Statements will be evaluated based on the investigator’s specific experience and capabilities in areas related to the study requirements.

Timeline for Review of Statements of Interest: The RSOI is required to be out for a minimum of 10 working days. Review of Statements of Interest will begin 9 AUG 2019.
